How districts fund it
Most PAES Labs are paid for by combining two or three funding streams. In the US, IDEA Part B, Perkins V, and state transition grants are the standard stack. UK schools typically combine Dedicated Schools Grant (High Needs Block), High Needs Provision Capital Allocations, and charitable trust grants. Canadian schools combine provincial special education allocations with disability employment services contracts.
